To create Plutonium, you need to put Depleted Uranium Fuel Rods into a Thermal Centrifuge. It will output some Uranium, a tiny pile of Plutonium (9 needed to craft 1 Plutonium ingot), and some iron dust. Follow the guidelines to make Uranium Fuel to make Plutonium fuel from Plutonium. Another option is to create MOX: 6 uranium and 3 plutonium.
